European Commissioner for Humanitarian Aid: Widespread distribution of aid without vulnerability criterion is not a tenable position

The European Commission has expressed serious reluctance to provide additional aid to the Tindouf camps, south-west Algeria.

The EU executive cannot make a general distribution of aid without any vulnerability criterion, said in substance Christos Stylianides, European Commissioner for humanitarian aid, noting that Brussels has provided humanitarian aid to the Tindouf camps, with a value of 222 million euro, for over twenty years, since 1993.

Commissioner answering question from some MEPs who demanded the increased aid, said that "given pressure conditions to which is subject the budget for humanitarian aid from the European Union in its neighborhood and in the Sahel, the Commission will focus its interventions in the most vulnerable camps, according to the established criteria of vulnerability. "

He adds that "a widespread distribution of aid without taking account vulnerability criterion is not a tenable situation."

In addition to budget reduction suspicions about embezzlement of aid by the Polisario leaders and Algeria, said report of the European office of fight Fraud Office (OLAF), as well as various international organizations.

The embezzlement of aid estimated at several tens of millions of Euro, for years, has attracted the interest of lawyer and academic Stéphane Rodrigues, who has often stated that a great  embezzlement was discovered by chance by an European official walking in a large market of Nouakchott, which has has led to the report by the European anti-Fraud office in 2015, about the embezzlement of humanitarian aid by Polisario, the aid was granted based on false estimates, because of the non-census of the inhabitants of the camps. 

Rodrigues believes that one of the main concerns today is the ability to specify the actual number of people receiving aid, stating that Algeria is to be held responsible for this.
